Ulke Hoekstra (1948) was vestigingsmanager van Sigma Coatings en dus de buurman van Ruigoord. Hij werd gevraagd als voorzitter van de Stichting Ruigoord, die de ateliers en andere ruimten in het dorp beheert en onderhandelt met gemeente en Havenbedrijf.

‘Waarom gaan jullie daar niet weg?’ vroeg havendirecteur Hans Gerson regelmatig. ‘Jullie worden straks ingesloten door het industriële havengeweld’. Hoekstra vond dat het experiment moest blijven op het door wuivend groen omzoomde voormalig eiland – een plek waar spiritualiteit, bezinning, kabaal en stilte te vinden zijn en sprankelende, onverwachte en avontuurlijke kunst.

Het bestuur onderhandelde met de Haven Amsterdam over de plofzône van de VOPAK oliecontainerterminal, nu in aanbouw. Amsterdam investeert 1 miljoen in renovatie en de bouw van nieuwe ateliers. Ruigoord krijgt een huurcontract voor 10 jaar. ‘De volslagen vrijheid maakt plaats voor een zekere controle, zònder te institutionaliseren. Dat is een continu experiment.’

As a manager of a Sigma Coatings plant, Ulke Hoekstra (b. 1948) was Ruigoord’s neighbour. In 1999, the company sponsored the ‘Verdwenen Landschappen Exhibition’ (Disappearing Landscapes Exhibition) and Hoekstra was invited to chair the Ruigoord Foundation. This foundation manages buildings and studios in Ruigoord and negotiates with the Amsterdam port authority and the municipality. ‘Why don’t you leave?’ the port authority ceo Hans Gerson often asked, ‘Ruigoord will be entirely enclosed by industrial violence’.
In Ulke’s view, the experiment could only continue in Ruigoord itself; on the former island fringed with greenery – an oasis of spirituality, contemplation, noise and silence, good vibrations and adventurous art.
The board of the Ruigoord Foundation successfully negotiated with the port authority on the plofzone (danger zone) of the Vopak Oil Terminal, which is being built next to Ruigoord. The board’s negotiations with the harbour ensured that Ruigoord will remain intact for the coming ten years, on top of which the harbour will invest € 1 million in renovation of existing buildings and in building new ateliers.

‘The total freedom in Ruigoord will have to make way for some degree of control, but without institutionalizing the village. It is a continuous experiment.’
